PARIS - Group of Eight countries failed to reach agreement on military intervention in Libya, French Foreign Minister Alain Juppe said on Tuesday, after the countries were discussing proposed ban on flying over there.
"For now I can not convince them," said Juppe told Europe 1 radio, referring to negotiations with the secretary of the Group of Eight (G-8) in a banquet Monday night.
France and Britain pressed for the imposition of no-fly "to force the Libyan planes will not operate, to protect its people from attack troops loyal to the state authorities that Muamar Gaddafi, and France has been talking about air strikes targeted.
United States, Russia and the countries of the European Union responded with caution regarding the proposal no-fly it. Juppe admits that Gaddafi had the upper hand in the war against Libyan rebels, who have been expelled from several towns this week via air and ground attacks.

G-8 agreed to submit the proposal to the UN Security Council for a resolution to "increase pressure on Gaddafi's regime," Juppe said, citing a possibility of the air embargo.
